Rethinking Infrastructure Finance – ISA Unveils South Africa’s Investment Model at SPIEF

Infrastructure South Africa (ISA) used its platform at SPIEF 2025 to showcase South Africa’s approach to infrastructure financing, which blends public and private sector resources to unlock large-scale investment. As traditional infrastructure finance models face increasing pressure, ISA’s strategy is drawing international attention.

South Africa currently has a pipeline of approximately 300 infrastructure projects valued at more than $220 billion USD. These projects span priority sectors including energy, water, transport, and green hydrogen. ISA plays a central role in ensuring these projects are bankable, implementable, and aligned with national development objectives.


Through the Infrastructure Fund and related mechanisms, ISA is enabling blended finance models that bring together institutional investors, Development Finance Institutions (DFIs), and private sector partners. The organisation is also at the forefront of structuring Public-Private Partnerships (PPPs), which help reduce investment risk and accelerate project delivery.


An ISA representative noted that South Africa is not waiting for perfect conditions to begin implementing infrastructure plans. Instead, the focus is on building a robust, investment-ready pipeline and creating an enabling environment where the private sector feels confident to participate. This approach is changing how infrastructure is financed in South Africa, making delivery faster, smarter, and more inclusive.


ISA’s model demonstrates how emerging markets can mobilise capital at scale to meet infrastructure needs while remaining aligned with the broader goals of sustainable development and economic resilience.
